What is the CARE Act? Why is it Important?

Home Care in North Hollywood, CAThe CARE Act, or Caregiver, Advise, Record, Enable act is a bill that is being considered to require that hospitals:

  • Record the name of family caregivers on a person’s medical records
  • Provide information to the caregiver if the person is moved or discharged
  • Provide the caregiver with an explanation and instructions regarding the medical tasks that will be required once the person returns home

According to AARP, “the CARE Act is a commonsense solution to help make caregivers big responsibilities a little bit easier.” It is also a method of spotlighting everything that family caregivers do provide.

When it comes to diseases such as dementia and Alzheimer’s, it can be difficult for caregivers to know their new role. After all, the symptoms of this disease can be different in each person. If the CARE Act is written into law then it will mean that hospitals have to provide care instructions, helping the caregiver better understand their new role and how to care for their charge.

In reference to AARP, the CARE Act is still being fought for. As of now, legislature for this Act has been passed in Illinois and New Hampshire, simply awaiting the signature from their Governors. Also, there are four states that have already passed this act through at least one chamber of the legislature, including Oregon, New York, and Minnesota. AARP also states that there are a dozen other states that have introduced this CARE Act, which include, “Alaska, California, Connecticut, Hawaii, Iowa, Kansas, Maine, Maryland, Massachusetts, Michigan, North Dakota, Pennsylvania, Puerto Rico, Rhode Island, Texas, and Wisconsin.”

Once enacted, caregivers will be able to provide better care for seniors, ensuring they receive what they need and minimizing the progression of symptoms related to memory loss related diseases.

Elderly caregivers have a huge responsibility. Being able to have clear instructions regarding what is needed to do to provide adequate care is essential. As of now, many hospitals do not provide this vital information to caregivers, leaving them to essentially “fend for themselves,” in a kind of “learning from doing” environment, which can actually hurt the seniors health and well-being in the long run because the caregiver may make unintended mistakes.
